For EU/EEA citizens, working in France is not a problem, unless they are a national of most of the newer European Union member states that joined in 2004 and 2007. Temporary "transitional arrangements" for the newer EU-member states were adopted by France to protect its labor market.

For third country citizens who wish to live and work in France must have a residence permit, otherwise known as a 'carte de séjour'.
